Contract Specialist-General Authority of Civil Aviation-Jeddah

To provide specialist knowledge and guidance to teams of buyers engaged in procurement and to be involved personally in large procurement decisions. Jobholder will be involved in the purchase complex items where detailed specifications are required. He will assist in developing specifications and will conduct analyses to weigh the value of competing bids.

Develops, coordinates, and administers contracts for products and/or services for one or more defined operating entities within GACA organizational structure
 Act as source of specialist procurement management to teams of buyers and user departments to complete operational and planning tasks and allocate activities cost effectively and in accordance with established procedures
 Effectively resolve more complex purchasing problems escalated from buyers with an appreciation of the cost-effectiveness of solutions.
 Develop and manage relationships with suppliers to ensure the availability of goods to the required quality, price and delivery.
 Ensure the teams deliver task and planning results to quality, cost and time targets and ensure all relevant procedures and instructions are observed
 Examine applications resulting from major Tenders and Requests for Proposals (RFPs) and jointly with end user departments conduct analysis and make initial recommendations
OR
 Continually monitors and evaluates contractor performance against contract specifications, and recommends appropriate remedial action as necessary
 Analyzes and approves or rejects internal and/or contractor requests for deviations from contract specifications and delivery schedules.
 Analyzes price proposals, financial reports, and other data to determine reasonableness of prices; reviews and interprets contract provisions to achieve cost efficiencies and reductions where feasible.
 Assesses contractor service value and product/service reliability relative to cost; plans, organizes, and coordinates acquisition alternatives, as appropriate.
