Evaluation Specialist
ROLE PURPOSE:
To carry out standard evaluation studies without supervision and contribute significantly to complex evaluations under the supervision of more senior evaluation staff. To handle day-to-day implementation of project level evaluations in compliance with the Department’s policies, procedures, guidelines and in line with international Good Practice Standards, contribute to thorough investigations and analysis to assess the development effectiveness of Islamic Development Bank (IDB) Group’s interventions and draw lessons from evaluation studies.
KEY ACCOUNTABILITIES & ACTIVITIES:
Plan and conduct normal project level evaluations such as Project Post Evaluation (PPE), Special Assistance Project Post Evaluation (SAPPE), Project Completion Report Review and Evaluation Note (PCR-EN) etc;
Participate in complex evaluations such as multi-sectoral projects, regional programs, projects experiencing major drawbacks in implementation, cluster of projects, joint evaluation with sister institutions etc;
Carry out the necessary due diligence process (Approach paper, Preparation, Approval of the mission, BTORs etc.) under the supervision of the task manager;
Ensure that all necessary data and information is collected and analyzed for evaluation purposes;
Undertake field visits, interact with internal and external stakeholders particularly member country governments, beneficiary population, development partners, private sector, etc;
Conduct investigations and analysis to assess the relevance, efficiency, effectiveness, output, outcome and impact of IDBG interventions and the sustainability of achieved development results;
Contribute to task-forces for major operation evaluations, including working with consultants;
Contribute to the preparation of project level evaluation reports;
Review evaluations reports prepared by the peers and provide feedback as and when necessary.
Comply with IDB/GOE policies, procedures, guidelines, in line with international Good Practice Standards (GPS).
Coordinate with other colleagues to ensure delivery of quality outcomes;
Assist in monitoring evaluation progress to ensure adherence to the schedules;
Assist in coordinating the Division activities and liaise with the other Division whenever necessary.
Draw lessons from evaluation studies and contribute to the preparation of synthesis evaluation papers for accountability and for dissemination of knowledge within IDBG and in the MCs to contribute in the improvement of development effectiveness of IDB interventions;
Provide inputs to the Dissemination Specialist and collaborate with him/her to ensure that evaluation results are taken into account in the IDBG’s policies, strategies and operations;
Contribute to the knowledge sharing and communication with Operations Complex, concerned IDBG Entities and Key Stakeholders through internal and external channels;
Contribute to trainings and workshops for IDBG staff and for MCs’ institutions and other external parties to disseminate knowledge and build evaluation capacity;
Participate in relevant local and international meetings and events on evaluation matters;
Prepare relevant presentations of evaluation findings for various audiences;
Consolidate, categorize and maintain background information and records on relevant issues and participate in producing materials (articles, issue papers, synthesis notes, flyers, etc.) for dissemination purpose;
Contribute to the preparation of the GOE Department Annual Report, the Annual Review of the Portfolio and the Annual Review of Development Effectiveness.
Participate in the development of IDBG policies, guidelines, systems, procedures and tools related to project level evaluation, ensuring alignment with international GPS;
Keep abreast of the state of the art practices in the field of development evaluation;
Assist senior evaluation staff in tracking the implementation of GOED recommendations to the IDBG departments and entities.
Assist the GOED Managers and Director in the recruitment process;
Contribute to the capacity development of Evaluation Officers, and YPs;
Invest in self-capacity building and develop higher competencies and skills.
